Site handover/ certification of completion Explanation: Prior to handover of a construction site , a pre-handover meeting should be arranged by the Architects to make certain that Clerks of Works Defects Lists have been or are likely to be actioned prior to handover and that all preliminary or draft copies of Building Manuals and Health and Safety files have been approved. At the handover meeting the Project Team and the Contractor should be present. Following this meeting, if handover is accepted, the Architect will issue the Certificate of Practical Completion together with a list of any outstanding defects. The 12-month Defects Liability Period starts from the date noted on the Certificate of Practical Completion. In projects where phased handovers are required a similar procedure known as Partial Possession takes place as each phase is taken into use in accordance with the requirements laid down in the building contract.
