Hello,
I am translating a legal text, a Draft Act by the German Bundesrat. After translating the actual text I am still struggling with the header. Bundesrat Draft Act? Draft Act (drawn up) by the Bundesrat? I browsed English versions of German laws, British and American laws, but I cannot seem to find an equivalent for the header. I guess any of the translations suggested above would be ok in an informal context, but I need the official phrase here.

agree  palilula (X): I am with phigoddard since a bill is a proposed law under consideration by a legislature, however, in dict.cc it is entered "draft bill", which I agree that it is tautology.

  -> I agree with you and Phil but I am only going by conventions used by public entities. Dictionaries are usually useless in determining those questions because they’re often compiled by amateurs and never keep up with changing terminology.

Asker: Thank you, but I was looking for the official translation. Also, my problem is I don't know whether to use a preposition with Bundesrat and if so, which one.
