Estoy traduciendo una carta que un adolescente persona envía al servicio de inmigración tratando de aclarar las circunstancias de otra persona en los EE.UU.:

"Sobre las preguntas que me realizaron los oficiales de inmigraciones fueron las correctas que ambos tanto mi madre como su esposo si domiciliaban ahí y en ese momento estaban trabajando, sobre si conocía al señor xxx, mi respuesta es que no lo conozco personalmente. Sin embargo, después conversando con mi madre, ella me comunica que dicho señor es quien nos arrienda el departamento ya que mi madre no tiene buen crédito y **no puede acceder a un contrato de alquiler**.

No me queda claro lo que quiere decir con "acceder" aquí. ¿Me podrían ayudar? Un millón de gracias
