My first thought here is wondering if this is a location currently used for this purpose or a historical remnant from bygone days. So I didn't consider this term. But, after all this time, I took my cue from Michael's question and spent some time looking. Now-a-days it seems these places are called 'lotsstation', tho I can't vouch for any term used historically. (see http://www.sjofartsverket.se/sv/Sjofart/Lotsning/Lotsomraden...

You'll also find many hits for 'pilot station' or 'harbo(u)r pilot station'

I'm more confident that the Eng term is historically correct. I'm curious as to where your 'lotskaj' is, if you can tell us. This would tell us whether identifying the 'pilot' angle is necessary at all for your translation.
