Does 'prestations à reprendre' mean work which needs attention or work that needs to be done again?

Explanation:
"Prestations" covers works and services (e.g. obtaining certificates). As these lists are drawn up by the main contractor and not by the MOE, this is not so much a list of defects (though it would include defects and many of the same items would count as defects if picked up by the MOE at handover) as of things remaining to be done/completed.

Incidentally "peut procéder" is not really so much giving permission to inspect and draw up lists as a reminder that the contractor had better remember to do so in good time.
