Je me rends compte que la question était sur WOULD, plutôt que sur "made available". Alors voici. On doit utiliser le présent du conditionnel en français (il y a la condition qu'il soit approuvé, donc ce n'est pas sûr).
Une fois qu'ils le lanceront, ils pourront annoncer "le service XYZ sera [futur simple, indicatif] offert/disponible (ou autre)".
