The document is a condo maintenance fee payment slip in Brazil. One of the payment options is "Pagamento via motoqueiro".
From what I have found on the Internet, it seems you can give payments/documents to "motoqueiros" and they will make the payment for you. I just want to confirm this, but also would like to know whether these "motoqueiros" would be considered "courriers" in the US.

Thank you for confirming. That's what I thought, but I was waiting for a Brazilian of someone in Brazil to confirm the concept. As far as I know, we don't use courriers to pay bills in the US.
