A turned gown referred to the practice of, when a gown became worn or faded but was otherwise in good condition, it was unpicked and put back together with the former 'wrong' side now the right side, unfaded, clean and fresh. Thus a twice-turned gown was one which had undergone this process twice, ending up with the original right side back on top. At the same time, trims would have been changed to bring it more up to date with the current fashion, and politely (hopefully) camouflage the fact that the dress was 'recycled' - 'brave with ribbons'. (This technique would only work with fabric that didn't have a printed pattern.) This is a very good indicator of the Crachits' poverty. Goodness, the things one learns from reading Louisa May Alcott - in 'An Old-fashioned Girl".
