yes, I was aware of the "ownership problem". The situation here is that a company A has the exclusive usage of this "quai 11", and is allowing another company B to build on it a grain terminal. That company B will use the grain terminal to store grain in its possession for sure, if not in its ownership. These ships that are being announced 48 hours in advance can only contain grain "under the control of" that company B. (why would comp. B be bothered about them otherwise?) Yes, I assumed that Company B is going to all that trouble for their own grain, but it's not impossible they will be handling grain for some third companies. Is it possession / control or ownership, Asker should know from the rest of this Contract.
I would see "les issues" as moved on orders issued by the comp. B, other possible meanings of "les issues" do not fit well.

middlings ne peut pas convenir pour du grain.. cela se rapporte au charbon ou au minerai qui se chargent aussi en vrac sur les mêmes types de navires..

Actually I found a parallel text for the same exact context, it looks like it means "middlings":
The ships loaded with XXXX’s middlings shall berth at pier no. 11

Does that sound right?

The problem for me on this one turns on the meaning of "issues", which describes where the grains has come from rather than to whom it belongs. Transfer of title is a complicated area of law in shipping and I don't think that is the point being made here. I do not think the term "belong" can be used safely here. However, it does seem to suggest that we are to look at where they have come from "issues de". Do you have further context?
