I don't understand the meaning of a full scale "carry and comfort"exercise in the sentence below.
Could someone explain what kind of exercise is? Thanks!


Some tunnel fire exercises are used to show the fire & rescue service how a real fire in one or two cars would develop in the tunnel, and how the ventilation copes with the smoke. I.e. they do not put the fore out but control the heat to prevent it damaging the tunnel walls and ceiling. Only very seldom is a full scale "carry and comfort"exercise carried out.

My instinct makes me think that this refers to a full-blown exercise where there are "victims" that the firemen have to carry away from the fire scene and make sure they are comfortable if they are injured or have inhaled smoke etc.
