Norwegian to English translations [PRO]
Bus/Financial - Business/Commerce (general) / organization concepts, visions and mission statements
Norwegian term or phrase: fagplaner
virksomhetens hovedmål, delmål, basisoppgaver, førende styringsdokumenter ... sektor planer og fagplaner.

I have only encountered the term fagplan in relation to education.
I find no dictionary or google search that can justify the term for businesses/organizations.
Ignoring the fact that the word may be misused,
what about department plan? division plan? trade plan?

Explanation:
I agree with Leif that 'fag' is always a nightmare, but I see this as a hierarchy , working down from 'hovedmål'... through 'styringsdokumnter' and 'sektorplaner' to detailed plans.
