O que ele quer dizer aqui é que é muito sensato parar de fumar.
As línguas latinas são mais diretas: afirma-se diretamente, sem esse recurso da dupla negação.
Na minha opinião, traduzir isso literalmente fica parecendo texto traduzido, ou seja, tradutês*.
