Explanation:
Hello

'Delimit' is a strange old word. It means to 'limit' but logically, it could (should mean the opposite) as the prefix 'de' can mean to remove or reduce (http://dictionary.cambridge.org/dictionary/british/de)

As for the rest, I use 'liability' sometimes when it is 'legal responsibility' rather than the person who is responsible for sth
