This clearly means something like "Particulars of Claim", "Notification of Grounds", "Statement of Grounds", but I wonder if there is a precise translation that is usually used (perhaps one of the above?)

The context is the procedure for submitting a claim for greater remuneration in a protocol for amendment of construction contracts where there is a deviation.

This is Austrian German.

Asker: I am inclining towards this answer. It is a section heading as well as appearing repeatedly in the text. A translation with "merits" might well apply in another context but here your suggestion seems to fit best with the meaning -this is the stage of submitting the claim with reasons, later there is reference to submitting details of the amount claimed and further reasoning.
