here is the context :

Jeff is a seventh grade student new to Prospect Hill Academy this year. He previously attended Cambridge Public Schools, and was found eligible for an IEP in June 2013. He was referred for special education testing due to academic struggles across content areas. His teacher at the time noted that he had a particularly difficult time retaining lessons and taking appropriate notes. His teachers reported that he also had some difficulties appropriately interacting with peers and can have difficulties reading situations between students in the classroom.

"Content area" is a general term for any of the subjects taught in a school. Examples of content areas are: math, science, English, foreign language, history, etc. So content area basically means subject area.
