Thank you Mona. It's good to see some old timers still here. I believe both meanings are plausible. The expression can refer to a list of all team members and their roles if the team is small enough, otherwise, it would be limited to those members of the team of interest to the public, clients, or whatever audience is intended by the text. The asker may be able to determine from the text.

Nice to see you in the forums again. I think here they are talking about member of this particular team, ie they are introducing the team members to the readers. The "Who's Who" for which you suggested الأسماء البارزة would be a general one and would include the high flyers and والشخصيات البارزه و المشاهير. This is my thought والله أعلم
