Whether the term refers to names and roles of key team members or all team members might be determined by the text itself. If it cannot be determined, my assumption would be that it refers to key members.

neutral  Fida Malki (X): the term your referencing is usually preceded by "the" as in "the who's who of so and so", however the asker's context is clearly a question thus I feel (and I thought about the term from your proposed angle) the term won't apply in this particular case.

  -> Thx Fida, but I disagree. The expression is commonly used with definite, indefinite, and without articles. Please check above two references. I will add two more as well.
