It seems likely that your matter has to do with the so-called "capital base quantum limit" under Basel II. I haven't the time right now to run this to earth, but I hope this might help point you in the right direction.

I'll enter the fray here with another 'available' way of saying this... with reference. While 'funds' is also correct, it has a broader usage than this. So it is your choice.
