Здесь нельзя, на мой взгляд, нельзя вычленять отдельное слово (даже не термин, Feststellung) из предложения, надо переводить предложение целиком, тогда все втсает на свои места...

agree  Denys Dömin: Просто началось собрание, председатель констатировал, что процедура созыва участников ООО соблюдена... Чистая формальность. Констатация — отличное слово, не надо здесь заключений/выводов, ИМХО.
