An additional adjustment could be to allow companies which meet the other terms and which pursue an activity by way of the freedom to provide services in a Member State which has also signed an IGA, to be treated as deemed-compliant. Indeed, without this adjustment, some companies of national dimension couldn't benefit from the scheme.
