La plupart des éleveurs n’ont que 2 ou 3 femelles. Le **rassembleur** ne connaît pas les conditions exactes de détention des chiens dans les petits élevages.

I can't think of anything that sounds right in English. "collector" or "assembler" don't sound good.

Explanation:
I searched for examples of "rassembleur" and found something in "Lingee" in the French/German pair. The Word "Vermittler" is being used, which could be translated as "broker". I would be tempted to use this term or maybe "vendor" http://www.linguee.fr/francais-allemand?query=rassembleur.
In my experience as former breeder of Great Pyrenees guard dogs much discussion revolved around puppy mills and the marketing of the puppies. In many cases the "vendor" is the owner of a pet store who receives the animals without having verified their origin, especially, as seems to be expressed here, if the puppies come from a small breeder. Puppy mills are often thought of as being larger operations.

  -> The expression "brokering a deal" had come to mind when I wrote the word "broker". You are right, as I look at it now it seems wrong. I didn't mean it as in " courtier".
