La organización considera apropiado continuar la valiosa labor en torno a la seguridad de los ferrocarriles, es decir mantener o incrementar la ya de por sí elevada seguridad en el sistema ferroviario. Cada accidente que ocurre es un accidente demás.

I understand the author is implying that there shouldn't be any accidents on account of safety because the levels of safety are so good, or something along these lines, but I can't think of a neat way to say it.

agree  philgoddard: I don't think "every" is a good choice of words, though, because it implies that there are lots of them. "Even one accident" would be better.
