I am trying to find out what this is. It is from a presentation on piping design in a ship. I don't have much more context since it is a very broad presentation and these are the only two sentences it comes up in. However this part is about how to run pipes through decks and bulkheads and all that is related.

Looking at this again and taking on board Tony's comment, I now think this would be better translated as: the insulation from the partitions laps over the pipework. Note that "laps over" means something slightly different from "overlaps" and I think the latter would be wrong.
