Portuguese term or phrase: do modo como usamos a terra e as florestas

This is a list of priorities for funding under Global Environment Facility Round 5. I thought that "dela, which wouldn't make much sense. And "floresta"doesn't fit with the phrase that follows. Any ideas on what they're trying to say? (By the way, REDD is a program devoted to Reducing Emissions from Deforestation and forest Degradation.)
