Perhaps you should illuminate on why you think 'skilled staff' would be appropriate in your context. If you are working on a contract, I would avoid such wording - after all - who's to say who's skilled. It's meaningless. Hence the existence of qualifications, licensing, etc.

In my experience a "qualified professional" with professional as the noun is very common, as in "If you want something done properly you should use a qualified professional". I think it is perfectly acceptable in your context and probably the best translation, along with Tobias' suggestion of "licensed professional".
By no means do I want to say that your answer is wrong, but when I look for occurrences in the web, I find qualified professional as an adjective preceeding something, like "qualified professional accountant".
