Wheeling. The transmission of power to customers by an entity that does not own or directly use the power it is transmitting. Wholesale wheeling is the transmission of bulk power over the grid from one wholesaler supplier to another wholesale supplier by a third party. Retail wheeling is the transmission of power from a wholesale supplier to end users, such as homes, businesses, and factories.

Dmitri, this is why I translated it as "транзитная передача" (transit transmission) as opposed to simply transmission. Wheeling means indirect transmission of energy from the source to the user via an intermediary network, or from one power supply system to another through the third one.
