NB I looked at the ODIT France website but got no enlightenment...

This last para seems quite useful in that it describes aspects of it. However I'm still not too sure what a good EN equivalent might be. "Facilitation" perhaps?

Asker: thanks... in fact the penultimate para uses the exp "ingénierie ET promotion"... and although you obviously can't know this this distinction is drawn a couple of other times in the text. But "advising" or "consultancy" seems to be an aspect of it indeed...

It may sound odd (it certainly does to me!), but the following link (English) leads me to wonder whether this literal translation may have some currency in the industry. If I was you, I'd give this agency a ring - they probably won't mind sharing their insights for five minutes. There are plenty of translated websites offering 'tourism engineering', but these are obviously not reliable sources. It may be that this English agency chose its name for special effect and that it does not correspond to a term with a certain amount of currency. In which case, I'd go for some sort of gloss to explain that the agency promotes tourism.
I think 'tourism marketing' is a closely related but more limited discipline.

  -> I guess that's why I laced my answer with so many qualifiers and gave it a confidence rating of '2'. Nevertheless, it would still be interesting to speak to someone at the company, which I would do if this was my translation.

agree  nweatherdon: you can even get a formal qualification in "tourism engineering". I think it's essentially similar to marketing, and public efforts to attract the kinds of high margin clients the sector wants, but I believe your suggestion is most correct here.

agree  Wolf Draeger: A glorified consultancy :) // Sure, I meant the use of the word 'ingénierie' is exaggerated. Their services are not rocket science; the preserve of consultants, not engineers. 'Cabinet/agence de conseils' would have done just fine.

Explanation:
I think this term is a bit of a red herring in view of the French usage of the term "Engineer". It is a term with differing connotations across our cultures (Fr>Eng) that seems to be used more widely (or at least differently) on a professional level in France (and some other Latin countries). This is my opinion anyway.

Therefore, I would go with an English term that conveys the idea, but I would not translate literally. I give two possibilities. I also think it would be naturally understood of both terms that a professional service such as this would provide a certain amount of consulting and assistance.

I was originally going to suggest two terms, but have only provided one which is my answer contains references to "TWO" terms. The other term I was going to use was "Tourism Development".
