Den kallas även pendelskylt om de är frihängande" Not necessarily a flag flying with the name of the enterprise, i.e. an advertising flag - though perhaps that is where the word originated. And it isn't necessarily hanging, though in former times that was the technology available. Nowadays they are installed more professionally (see the picture, the second web reference).
