В контекст могло бы лечь так:

...economy-class and within arm's reach business formats, хотя речь идет о том, чтобы в жилых микрорайонах были магазинчики, а не бутики, парикмахерские, а не салоны красоты, школы, а не платные колледжи, молочные кухни и кафе, а не клубные рестораны.
