I think it is a reference either to the reporting police authority, or to the judicial authority to which the report is addressed. So the warrant was issued either "by this office/authority" or "by that office/authority". At least, that's my best surmise. But it isn't entirely clear to me which office/authority is being referred to. Any help would be much appreciated!
