I am not sure of the correct way to translate 'fermeture' in this context.

Of course, this could apply to building development, not just to different non-built land use. The location is important in that context. My first reference was about the "moyenne montagne", which is not becoming built up in the Pyrennees, though it is in parts of the Alps - I don't know about the Massif Central, but the author was concerned about the spread of forest there.

  -> Thanks Liz. I think that "closing in" has different connotations. If it is closed off, it is still there but inaccessible, whether to see or to physically enter.

agree  rkillings: Preferably to 'closure', which sounds too much like 'enclosure', which historically is not what is going on.
