  -> По-моему, никакой двусмысленности. И так все ясно: эти сотрудники работают в компании за рубежом и приезжают в Россию, например, для решения каких-то задач. Командированные из-за рубежа. В нашей компании они так и назывались.

I´d call the workforce a foreign Company producing in a less expensive Country than its own employs local personnel because it much cheaper. e.g. a German Company producing in th e Ukraina- employs local workers.
