не достаточно ли написать "и отказываются от любых прав или требований"... или "и отказываются и освобождают друг друга от любых прав или требований"?

Думается, слово «отказывается» здесь не к месту. Глагол waive употребляется в предложении, приведенном в предыдущем вопросе. Здесь же написано cancel and release (глаголы эти означают, в сущности, одно и то же), а не waive. Посему подмена понятий ни к чему.

Соответственно:

Стороны выражают/изъявляют желание прекратить любые отношения или обязательства, которые могут быть до сих пор не урегулированы по Договору оказания услуг, а также аннулировать любые имеющиеся или потенциальные права или требования по Договору оказания услуг.

Имхо, как и обычно.

P.S. К слову, никаких ссылок на взаимность («друг друга» и т.д.) во фрагменте не наблюдается.
