I believe that the correct term is "desde que" and not "deste que".
"não havendo saldo devedor em aberto e DESDE que solicitado pelo usuário..."

"baixar um contrato" means that the contract will end, will be finalized, closed, canceled.

So the translation should be: Not having a pending negative balance and since requested by the user, the contract will be canceled/finalized..
