Eine Ummeldung ist nur bei einer Änderung der Wohnsitzqualität, d.h. wenn der bestehende Nebenwohnsitz zum Hauptwohnsitz und der bisherige Hauptwohnsitz zum Nebenwohnsitz wird, sowie in jenen Fällen notwendig, in denen Änderungen der Staatsbürgerschaft, des Namens, des Personenstandes oder des Geschlechts im Ausland erfolgten.

Wenn ein neuer Hauptwohnsitz bezogen wird (andere Adresse als die Adresse des bisherigen Hauptwohnsitzes) ist eine Anmeldung erforderlich, bei der gegebenenfalls gleichzeitig die Abmeldung bzw. Ummeldung des alten Hauptwohnsitzes auf einen weiteren Wohnsitz durchgeführt werden kann.
