Swedish to English translations [PRO]

Swedish term or phrase: effektiv / tjänsteeffektiven
This is the second instance of where "effektiv" has been used as a noun the in text I am currently translating, and on this occasion, as a compound noun in " tjänsteeffektiven". Here is the context:

Tjänsteeffektiven:
"Vid ingången i den senast perioden var tjänsteeffektiven nedmonterad till två professorer om 50 %, en lektor och en forskarassistent."

Effektiv:
"Syftet är dubbelt, dels att uppdatera ämneskunskap och medvetenhet om en bredare forskningsfront – vilket är viktigt både för doktoranderna, eftersom det ges få möjligheter till kurser i ett ämne med så liten effektiv, liksom för lärarnas fortbildning, dels för att leda mot potentiella forskningsfält som skulle kunna utvecklas till nya projekt som inom ramen för gemensam teori eller studieobjekt skulle kunna samla flera forskare."
