French term or phrase: constituer les tours de table
In this passage, the difficulty of business development in a Third Word setting is being discussed in a report by NGO

any ideas? My hunch is something like "to put all your ducks in a row"???

I don't see why not, but maybe we don't have the same understanding of what a "round table" is?

Notes to answerer
Asker: Catharine, thanks for the suggestion, but when you consider the context (problems encountered in establishing a business) I think it has little if anything to do with "round table discussions."

agree  Daryo: that's what it is "a round table" discussing the project http://www.alternatives-economiques.fr/constituer-un-tour-de...

Explanation:
This must be the meaning, even if not the best formulation, considering the context.

setting up / organising task forces

Explanation:
Here's the relevant part of an article entitled "Constituer un tour de table financier" (link below)

"Task force" or "group of industry experts" seems to fit the bill.

Task force is a favourite NGO word!

... financing rounds

Explanation:
Peter LEGUIE has the right idea, but 'pools' is not the right word and 'capital rounds' is not idiomatic.

How you deal with "constituer" depends on how you translate the preceding part of the sentence. One approach could be
'... banks hesitant to lend, investors reluctant to participate in financing rounds ...'

finding financial backers

Explanation:

In this particular context, it is not so much the session where they meet but the upshot of the meeting. The difficulties are in getting enough backers to come to the party
