Les mots ont un sens (et le temps des verbes aussi). Je maintiens donc qu'il y a une différence entre « comparaître » (to appear) et « être présent » (to attend) :

Après avoir entendu le demandeur, et le défendeur ayant omis de comparaître = and since the respondent failed to appear = le défendeur ne s’est jamais fait entendre, de quelque façon que ce soit.

Après avoir entendu le demandeur et en l’absence du défendeur = and the respondent not attending = le demandeur a été entendu et alors que le défendeur est absent… [on attend la suite!]

Par ailleurs, sans la fin de la phrase, l’option après avoir entendu les avocats représentant le demandeur et le défendeur(,) qui sont absents demeure possible (peu probable, mais très possible).

C’est vrai : "comparaître" est le mot consacré pour signifier "se présenter en justice, personnellement ou par mandataire légalement admis, selon les formes prévues par la loi" (http://atilf.atilf.fr)

Toutefois, dans un jugement, on n’écrit pas « ayant entendu l’avocat du plaignant et le défendeur ayant omis de comparaître… » (d’ailleurs, vous ne trouverez qu’une seule occurrence de cette expression sur le Net). Le fait est que le défendeur a très bien pu « comparaître » (appear) un autre jour, en personne ou par l’entremise de son avocat. Seulement, il n’était pas « présent » (attending) au moment du prononcé du jugement. L’ordonnance est donc rendue « en l’absence du défendeur/de la défenderesse » (ce qui est l'expression "consacrée"):

L’expression en l’absence de s’applique généralement aux personnes : « Le procès s’est déroulé en l’absence de l’accusé. ».

What you have to know is that "solicitor" and "solicitors" are virtually used interchangeability in the English Courts. Cf. " a firm of solicitors"
There is no great attempt to be accurate about the singular in Court orders, I can 100% tell you that in this ST neither the respondent or his/her solicitors attended; I have seen thousands of these orders and I work as a County Court advocate in England.

"Upon hearing solicitors for the Claimant and the Respondent" + "not attending" - that wouldn't add up => "not attending" left floating on its own?

it means
"Upon
(1) hearing solicitors for the Claimant
and
(2) the Respondent not attending ..."

(1) = "solicitors for the Claimant" have been heard (yes, it does happen there's more than one, for psychological effect or any of many other possible reasons) = nothing about the Claimant (simple grammar + how it works - as long the Claimant is represented his presence is optional)

(2) the Respondent not attending ... neither in person or through a solicitor acting on his behalf - if a Respondent's solicitor was present, Respondent's presence or absence wouldn't matter (again simple grammar + how it works).

If the Respondent's solicitor isn't attending, then why is "solicitors" in the plural? The most likely explanation is that both solicitors are present, but neither the Claimant nor the Respondent is present. Thus "Upon hearing solicitors for the Claimant and the Respondent, who are not attending"....

-- Claimant's solicitors are present and are presenting the case for the Claimant;
-- the Claimant may or may not be present - nothing is implied either way in the ST; usually the Claimant would be present but would not address the Court - that's what the job of his solicitor.
-- The respondent is not present for sure, nor a solicitor to represent him.
