In my mind it means "complete/total cancellation of the planned transfer" but that doesn't seem to make sense to me in the context of the whole paragraph. I must be missing something here, obviously??
Well done. “la cession projetée » does not refer to “aucune cession” found earlier in the sentence, which initially confused me. The use of the definite article could be avoided for more clarity.

I think you have broken it down very nicely. So "denonciation" in this context has the sense that it can take on of "notifying by legal means" ["Signifier par voie légale" as i see in one dictionary]

Pour résumer (dans mon anglais approximatif!): A transfer of the lease cannot take place less than a month from the receipt of a notice addressed by the lessee to the lessor, such notice asking the lessor to collaborate/concur/agree with the contemplated transfer and providing the lessor with total disclosure/a detailed description of such transfer project, which disclosure/detailed description must be drafted by a qualified jurist.
I believe that the difficulty could be elsewhere indeed. Here’s how I see it :
Dénonciation : it could be understood as a form of notice of disclosure, which seems to be an intention of the lessee to oppose the proposed sale.
The wording is complex: “ l’invitant à concourir” refers to the lessor inviting the lessee to take part in the sae, whereas the notification is sent from the lessee to the lessor.
The general meaning would then be along these lines: The lessor (bailleur, propriétaire), who invites the lessee take part in a projected sale or transfer, can’t proceed with this transfer within a month of receiving a notification sent to him by the lessee, in which the lessee rejects the entire project.
In other words, if the lessee opposes the sale project, then the lessor needs to wait for at least month before the sale can go ahead.
