According to tendering procedures, all details and assessment results of the tender process shall be presented in the Tender Evaluation Report, a brief statement of which is a document, so called the Tender Evaluation Summary submitted by the Tender Evaluation Panel to the Employer/Contracting authority. After that, nobody other than the Employer'Contracting authority, is allowed to disclosure any information about results of the tendering untill issuing a formal document by the Employer'Contracting authority, that's so called the Notice of Award.
Tender evaluation principles:
The Tender Evaluation Panel or Tender Committee should only have the mandate to issue a recommendation as to the award of a contract.
The Employer'Contracting authority should make the formal decision that is finalized by issuing the Notice of Award and be held accountable for that decision.
