According to tendering procedures, all details and assessment results of the tender process shall be presented in the Tender Evaluation Report, a brief statement of which is a document, so called the Tender Evaluation Summary submitted by the Tender Evaluation Panel to the Employer/Contracting authority. After that, nobody other than the Employer'Contracting authority, is allowed to disclosure any information about results of the tendering untill issuing a formal document by the Employer'Contracting authority, that's so called the Notice of Award.

Tender evaluation principles:

The Tender Evaluation Panel or Tender Committee should only have the mandate to issue a recommendation as to the award of a contract.

The Employer'Contracting authority should make the formal decision that is finalized by issuing the Notice of Award and be held accountable for that decision.

Well, I didn't mean to oversmart, just make things clear. English version says "Tender" and tenders are for procurement, so procurement is implied; Russian version explicitly says "закупок", but doesn't define the particular kind of it anyway, but say they are made by tendering, so the relation between the tender and the procurement is maintained in the translation.

Thanks again, but want to note that I luckily know what procurement stands for, but in any case, thank you, whilst the english version of the asked term does not say anything about procurement - just in general Tender Outcome (Russian clearly says what kind of tender)

Well, procurement is defined as "the acquisition of goods, services or works from an external source" and "may involve a bidding process known as tendering" [1].

On the other hand, "итог закупок способом открытого конкурса" [2] is the determination of successful bidder and award of contract.

Hence, as Amy Lesiewicz rightfully noted in her comment: "it's the outcome of the tender, not the outcome of procurement, that is being reported here."

Thanks for your contribution, your version sounds adequate, plus I encountered several confirmations on using this phrase in Google... But one minor question is pestering me is that how one can udertsand that we mean "procurement" and not other type of operations? (provision of works e.g.)
