Explanation:
This seems to be Flemish rather than Dutch. I think this means that the vehicle wasn't flagged as being wanted by the police (f.i. as a vehicle reported stolen).

Greenville, a northeast suburb of Dallas is the latest city to acquire a new automatic license plate scanning systems for their police department. This system will be used by the police department to search for stolen cars, and identify drivers and cars flagged in the database as wanted by the police.

neutral  writeaway: Belgian Dutch as opposed to Nl Dutch. There is no such language as Flemish. The Flemish are nederlandtalig. /where does database come from?

-> Does your neutral also apply to the answer as such? / I added "in the database" merely for explanatory purposes, not really as part of the answer as such. In order to be flagged, the vehicle must be registered in some kind of database.

agree  Textpertise: Agree with your answer, Kitty. Not flagged as missing.

agree  Michael Beijer: @writeaway: Flemish is just a word we use to mean the type of Dutch spoken in Belgium. It is a useful distinction.
