Italian term or phrase: fuori ruolo
"Tutti gli incarichi presso istituzioni, organi ed enti pubblici, nazionali ed internazionali attribuiti in posizioni apicali o semiapicali...devono essere svolti con contestuale collocamento in posizione di fuori ruolo, che deve permanere per tutta la durata dell'incarico."

So you're either fuori ruolo or di ruolo - it continues:

"Gli incarichi in corso alla data di entrata in vigore della presente legge cessano di diritto se nei centottanta giorni successivi non viene adottato il provvedimento di collocamento in posizione di fuori ruolo."

I've heard this in an academic context, but not political, and never really understood what it means.

Explanation:
It looks to me simply as if the person is taking a leave of absence to fill another position e.g. in parliament or local politics - you take an unpaid leave of absence but have the right to get your job back at the end of the term of office
