"duly" might be there for a reason - it's not really needed just as a figure of style - the person signing the document maybe doesn't have a general/lasting authority to sign that kind of documents, but has been duly authorised to do so while being the dean of the university for a year (for example).

Explanation:
C'est une proposition alternative, mais je pense qu'elle évite la confusion avec le "en vertu des pouvoirs qui nous sont conférés" que l'imaginaire collectif attribue, "grâce" aux séries américaines, à l'univers du mariage.
