Explanation:
Not 100% it's a full cognate Here is it's definition:

a. A narrow ledge or shelf, as along the top or bottom of a slope
b. Pennsylvania, Ohio, Indiana, & West Virginia The shoulder of a road

I was initially confused by the question, because where I live we use "berm" and "shoulder" (бровка) for the same thing but this definition explained to me the problem :-)
