The context refers to the employee's hours of work: "Medarbejderen er ansat uden højeste tjenestetid."

I think it's the 'uden' which is confusing me - does this mean that the employee does not have any fixed working hours, which may exceed the maximum permitted working hours?

If someone could offer an explanation, I would be most appreciative!
