No, no one else is being eyed up, unless of course it's her who's being eyed up. In hindsight, this is it. Yes, it makes sense insofar as the character feels that it's a group that's hostile to her ideas. Thank you – you've given me another perspective here, and I'm going to close the question.

I think there's a typo in your original. It should probably read "à la toise". It cannot be "à la toiser" as that is the verb.
The other possibility is that whatever precedes in the sentence, which I suppose you have, where the situation may be describing someone in the room who is being eyed up.
Ex : Il a passé tout son temps dans la pièce à la toiser".
He spent all his time in the room eyeing her up.

It is possible therefore that "la" is referring to the person being "measured", "eyed up" etc.

Does this make sense?
