However, the full sentence mentions workers or their representatives, on the one hand, and three other stakeholders, on the other, that is, four stakeholders. That's why I think "parte social" cannot refer to the workers or their representatives, precisely because they have already been mentioned, but to some other element of society, non-governmental, but distinct from unions (e.g. ONGs, family associations, pro real-democracy movements...).
