To understand the above, I need to reproduce the entire sentence:

"Aufgrund des Beschlusses des EuGH vom ...... betreffend der weiterhin nicht in Kraft getretenen Rom V-VO wird der Ausschluss der Rück- und Weiterverweisung dessen Art. 11 für mit den allgemeinen Rechtsprinzipien des europäischen Internationalen Privatrechts vereinbar erklärt."

I realize that the above is by no means good German; but this is all I have to work with.
How do reproduce this in English and make good sense?
