Assuming that the job agents dispatching the temporary/provisional employees can only spend the limited time on their own functional development, other HR managers from the companies to which these temporary employees were dispatched, in a medium and long term, have to deliver supplementary traditional education to the temp employees and provide them with additional support related training on career development.

take over, accept, employ

Explanation:
Here u might have to possible way of explanantion.
First, if it really is 接收, it simply means employing, accepting external menager. It kight me a "miss-spelling", and it should be 接受, and then it would mean external menagement.

agree  Phil Hand: I think 只能=skill If temp agencies spend only limited time improving temporary workers' skills, then in the medium and long term, it is beneficial for the HR managers at the companies that hire the temps to provide additional education and skills training.

  -> Thanks for the comment, Phil. I thought that 职能 is related to the temp agency, but 职能 as skill makes more sense here.

take on

Explanation:
I would opt for "take on" as the appropriate answer in this context as it conveys the meanings of "接纳" and "雇佣" in Chinese that apply in the source term.

Example sentence(s):
  • A company taking on temporary employees would have to provide them with an induction course besides other support related trainings.

班门弄斧 - 如下

Explanation:
大家的回答都有闪光点,整合一下

Assuming temp agencies only spend limited time specifically on skills development of the temporary workers, in the medium and long term the HR managers of the hiring companies must then provide supplementary training as well as training and etc. that offer extra support to career development.

注解:如果用spend only limited time - gives an impression more time can be spent, while the emphasis here is time spent on 'skill development' only instead of other areas.

take over

Explanation:
'接收' here has the similar meaning of '接管‘, so I think it had better be translated as 'take over'.

offer

Explanation:
Employment agencies have limited time to develope and match the traditional, basic skills of the temporary job seekers to the companies. However, it is up to those companies that offer their temporary employees the further on the job trainnings. (My understanding of the sentence.)

For example, a trained licensed nurse knows the basic skills of caring for patients. However, a nurse in a hospital might have skills that are not exactly the same in a nursing home; ICU nurses have skills which are different from the operating room nurses and so on.

take on, employ, hire

Explanation:
For this translation, I would agree with others who have already commented. The meaning suggests that the employment agency can only spend a limited amount of time to develop a worker's base skills. Instead of simply using hire or employ, take on (雇佣) is better because it also indicates that the HR managers of other companies must take on not only the worker but also the responsibility to train them.

The web reference below has a similar indication. The government is paying people to hire young, new employees (because they lack expertise), so the company must take on not only the young worker but must also bear the task of training them and giving them on-the-job experience.

Example sentence(s):
  • take on: They no longer have to take on large numbers of temporary workers to do the harvesting.
