According to the second reference, a propagule (Eng. version of propagulo) is simply the dispersal form of reproduction in a plant, such as a fertilized seed. Since this article is about "manglares," I would guess, without further context, that the propagule being referred to is that of a mangrove, "mangle rojo" or "cativa," which would be the fruit, which germinates while it is still on the tree. When it falls, which is usually into water, it will likely be carried away some distance, i.e. dispersed, but since it is already growing, it can quickly take root when it reaches another favorable habitat. Mangroves of course reproduce vegetatively also, a branch will simply grow downwards from the main tree and take root, thus eventually forming the dense, interconnected mass of vegetation characteristic of a "manglar." The first reference I've cited describes this.
