is there a way to express it simplier? I'm not sure what is meant here at the end (they decline decision?? or else)

(this is why they have said "included/excluded the bargaining unit") earlier. The decision hasn't been taken whether to ALLOW them to vote or not

It could be to do with their standing in the Union, membership fees or whatever. The reason is probably elsewhere in your document.
